City of Victoria Youth U‑PASS program

The City of Victoria Youth U‑PASS program is for City of Victoria residents 13 to 18 years of age. Proof of age and residence must be provided to complete the application.

Proof of Eligibility

You must submit copies of identification or documents proving the declared address and age of the youth.

Requirements checklist

Submissions must be in our list of acceptable documents
Documents must be current and valid
Each document must be uploaded as a separate photo
Documents must not be folded or obscured

Any submissions that do not meet the requirements above will result in having to reapply. Please submit copies in JPEG or PNG format.

Youth does not have one of the above with a current address

Photo of Youth

The photo is printed on the U‑PASS and is a key component of this application. We strongly recommend taking a photo specifically for the card.

Photos must:

frame the front of the applicant's face
not contain any other people or objects
clearly show the face without pixelation or other distortion
have a plain light background

Photos that do not meet these guidelines will result in having to submit a new application.
